I have examined the accompanying Ordinance, entitled "The Volunteer Ordinance, 1893," and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.

This Ordinance is, for the most part, practically identical with that regulating the Volunteer force in the Straits Settlements, viz., Ordinance Nr. 7 of 1888 (& I.).

Sections 16 and 27 of the Straits Ordinance are omitted as unnecessary in Hongkong.
